An independent, non-profit association.

We research, promote, and fight for integrity and fairness in education policy and practice through evidence, participation, and innovation.

The Center for Applied Policy and Integrity (CAPI) is a non-profit association which was established in Sofia, Bulgaria in 2015 as an independent follow-up to the Lab on Institutional Corruption at the Edmond J. Safra Center for Ethics at Harvard University.

Our work has a focus on integrity of policies and practices in the public sector and education in particular, and on the development of applied solutions for practitioners, stakeholders, and researchers who work on policy improvement and share a concern about the vulnerability of public institutions and education providers to corruption.

Our Center is the institutional home of a network of international experts, sympathizers and supporters and is partnering with a range of like-minded institutions, such as the Organisation for Economic Co-operation and Development (OECD), the Open Society Foundations, the UNESCO Institute for Educational Planning of the United Nations Educational, Science and Cultural Organisation (UNESCO), the European Educational Research Association (EERA), the Comparative and International Education Society (CIES), the Network of Education Policy Centers of South East Europe (NEPC), and a range of civil society organizations in East and South-East Europe, Central Asia, Northern Africa and the Caucasus.

Olja Jovanovic

Assistant professor at Belgrade University, Member of the CAPI Advisory Board

Olja Jovanović, Ph.D., is assistant professor at Belgrade University, Serbia, where she teaches courses in educational psychology. Her research and publications address role of the education systems in educational and life trajectories of children from marginalized groups. Through engagement in different contexts and settings, she has gained an extensive experience in educational research, consulting and policy advice. As a member of the CAPI research team, Olja has been participating in a development of stream of research aimed at exploring integrity of inclusive education.

David Amyrian

Associate Professor, Yerevan State University and American University of Armenia

David Amiryan holds PhD in Psychology from the Yerevan State University (YSU). He is a part-time Associate Professor at the Psychology Department of YSU and also graduated from the Law Department of YSU in 2000. David Amiryan is also a certified psychologist forensic expert. Davit Amiryan graduate the course “Program Evaluation” is registered at a Master and Doctoral studies level at Columbia University Teachers College New York. He is an author and co-author about 20 publications.

David joined the Open Society Institute Assistance Foundation Armenian Branch (OSIAFA) in 2000 as Coordinator of Civil Society, Mass Media and Law programs and is currently its Deputy Director. David Amiryan is also Board Chair of Armenian Scientific Association of Psychologists, NGO funded in 2011.

Alina Saif

Graduate from the University of Maryland, College Park, Fulbright Scholar, Member of the CAPI Advisory Board

Alina Saif is a recent graduate from the University of Maryland, College Park where she majored in Government & Politics and Public Policy. She has grown up across the United States and in the Middle East. Her experience studying in and around multiple school systems made her interested in working more towards international education policy.

After graduation she was awarded a Fulbright scholarship and is now in South Korea for her grant year. She is working at a local school while learning more about the Korean education system, its historical roots and also its current developments especially in regards to the North Korean Defector community.

Teodora Hristova
